This Issues and Options consultation is broken down into chapters to make it easy for you to find the parts that you need and wish to complete. You are invited to complete as many sections as you wish, but you do not need to complete all sections of this consultation to submit your response.
There are a few mandatory fields, these are marked with the word 'Required' in red, these are the only parts you must answer to be able to submit your response. As this is a statutory consultation, we must collect certain pieces of personal information such as your address and postcode, so these are included in the mandatory fields.
You may save your response to return to it later at any point, using the 'Save and return later' button at the bottom of every page. You will be emailed a link to complete your response which will be valid up to the closing time of the consultation.

At this stage we are asking for views on the high level policies and options laid out in this consultation. These will help to inform the next stage, which will be the draft plan and we will be inviting further responses at that stage to help shape and refine the plan prior to creating the final document.
